We have 2 sites, Lets assume site A and Site B. Both sites have their Local PSTN gateways. Geo Location Polices are in Place for both location and Local Route Group is configured.
Site B user have enabled "call forward no answer" to Mobile Number on his IP Phones.
So, When site A user calls site B user - Phone rings for 5 seconds and then call gets dropped, This is because Site A user can not use Site B PSTN gateway to connect to the "Call Forward" destination as per Geo Location Configuration.
Is there a way, Site A can use Local gateway at Site A to reach to the "Call Forward" destination of Site B User.

If you are using Standard Local Route Group feature, the service parameter Local route group for redirected calls" defines, which local gateway should be used for such scenarios.
If you are not using it, then the behaviour that you described is like that, because you configured it like that.

Hi,
As @b.winter mentioned kindly check and use "Local route group of calling party" for Local route group for redirected calls in the call manager service parameter.
- This parameter specifies the local route group to be used for a redirected call.
Ensure that you have configured SLGR for PSTN routing
Ensure that you have selected Route group which contains the local gateway to the device pool Standard Local Route Group section.

This is because Site A user can not use Site B PSTN gateway to connect to the "Call Forward" destination as per Geo Location Configuration.
Have you taken debugs from the site B gateway ? does the call lands on the Site B gateway?
For forwarding calls Check if ISP is rejecting the call due to the ANI. Most ISP will drop calls or translate to the Pilot number if calling information is other than the DID block.
