Hi Paolo,
The second CUCM server (or backup CTI Manager) is entered during the initial installation when the Cisco TSP is installed. See the following from the installation guide (for 9.0, although similar for previous versions):

If we're talking about the CUCM IP on the Engineering > CUCM Connectivity, check out the following post on the Arc forums explaining the functionality and possible workaround:
