I am planning to install a new Cisco Expressway-C and restore the backup from old server. Since the license is tied to serial number. How to get / generate a new license for the new Expressway-C in Cisco Software Portal? Or do I need to contact Cisco team?

From 12.6 version you need to install license if the customer has RMS,Room/Desk registration licenses. if expressway is used for MRA you don't need any licenses as @Roger Kallberg mentioned.
For any license rehosting contact GLO by Opening a licensing case by login to https://mycase.cloudapps.cisco.com/case.
You dont need a serial number or support to open a licensing case.

@Meddane You’re welcome. You can create a regular case, just like you would for a TAC case. The request will go the right team as far as you add a subject and a description that pertains to licensing.
From https://www.cisco.com, go to Support > Contact Support > Open a new case / or Contact TAC by Phone.

What functionality are you using on the Expressway? If it is MRA it doesn’t require any licenses from a certain version. What this version is is clearly mentioned in documentation, its 12. something.

@Roger Kallberg I didnt yet check the license Expressway C. But I am sure that the customer purchased some licenses.
