Hi we have an old CUCM that is running 9.1.2.10000-28 

I need to add ip phone 78xx 

Does anyone know where I can obtain this file?  cmterm-devicepack9.1.2.10000-28.cop.sgn

9.x is EOL/EOS, any version that reaches that milestone gets all the downloads removed, so you won't find it at cisco.com, your only chance is searching on the internet for it.

Adding to Jaimes comment, are you sure that this version even supports 78xx?

Ask your Cisco Collab TSA. They may have access to an internal software library to grab it from. But seriously: you need to upgrade or migrate to Webex Calling. CUCM 9.0 reached end of support in 2018!
