Does UCCX not just pass calls to CUCM to route them to the PSTN?
So you would need to configure your SIP trunk on CUCM as well as your router?
Can you write out the call flow?

I was thinking after the call hits the UCCX IVR, the outbound dialer call is directly from UCCX to the SIP Gateway using the SIP dialer. Is this not correct?

I was reading:
And I guess I must have different licencing on my UCCX server as I don't have the 'SIP gateway' option on my outbound settings!
Can you screen shot the page from UCCX?
Just so I understand, you want to send calls from UCCX to your gateway via SIP then out to the PSTN?
I’m not sure this will work if your gateway is already configured as MGCP by CUCM.
Are you using SIP or ISDN for your PSTN?

If your gateway is MGCP, you won't be able to use any of the PRIs because their D channels are controlled by CUCM. You will either need to convert it to a H.323 gateway, or remove a PRI from MGCP/CUCM control.
