Are you or the other person connected over MRA by any chance? This is expected if you are connected over MRA and you don't have a separate server for Managed File Transfer.

That translation looks ok to me. Post debug ccsip messages, it could be inbound CSS on CUCM not correct, or maybe service provider is sending 10 digits instead of 11.
