Cisco Deskpro showing calling disabled

Cisco Deskpro is currently registered in CUCM version 14 but it is showing Calling disabled on screen and not able to receive or make any extension calls in CUCM. Not sure, what's the issue here.

We have one UCS server wherein one CUCM publisher is running and want to set up a Lab wherein we want to deploy another CUCM publisher with same version in the same network? Can we achieve this?
