Thanks all for your responsesI tried to access locally while the workstation and Finesse are in same location and issue has no longer occured.this meams it might be related to network latency in the WAN links . still validating

A is hosting company and all incoming calls will be received by A then based on caller input the call will be routed to B or C. the proposed solution is temporary for some transition period

site A has only the call control system and no endpoints. call path is as belowExternal phone or mobile phone --> SIP-GW(A) --> CUCM(A) --> CUCM(B or C) --> Phone(C).then the RTP traffic will be between Phone(External) to Phone(C)
