Hi Pros,
System: CME Router 2811 3.3+CUE Module 2.2 + 2Cards FXO(4ports each)
On my cisco ip-phone , i got external missed calls and when i select one of these external calls, and press DIAL to call back... it doesnt work. i do know its because there is no 9 just before...
so how can i set my system to place the 9 before for these calls?

You can use a voice translation rule such as:
voice translation-rule 91
rule 1 // /91/
voice translation-profile 1
translate calling 91
voice-port 0/0
translation-profile incoming 1

how can i add another rule to just put a 9 for local call ? my local calls are 514-xxx-xxxx
because with the 91 rule, i got a message from my provider..."not necessary to use 1 blabla"

You could modify the translation rule as follows:
voice translation-rule 1
rule 1 /^514/ /9/
rule 2 // /91/
voice translation-profile 1
translate calling 1
voice-port 0/0
translation-profile incoming 1

Hi,
Is there any possibility to use common rule for all incoming area code including long distance.

The only way to use one rule is if all calls get the same prefix. This is usually not the case. Local calls may only get 9 while long distance get 91.

I added the the voice translation rules listed in the thread, but still unsuccessful.

Hi, under voice port you're referring an ID for translation-rule and not for translation-profile as it should be.
Also, the translation-rules can be written much more concisely.
