please post more detail of the environment:
1) how many IP Phone users?
2) Is the 512Kb JUST VOIP and Fax, or are there internet users and file servers, DB, etc
3) give more detail of the overall design / layout
Just an FYI on VOIP / Fax BW usage:
a single Fax call can consume 20kb - 80kb per call
a single VOIP call - 64k - 80k, depending on the codec used.
So, as you can see, a FULL T1 or, as many designs I've done in the past, a FULL T1 DEDICATED TO JUST FAX TRAFFIC!
I would say you are looking in the right direction. As to what you can do, depends on the environment and the money there is to spend. Here is a good Q & A white paper from a 3rd-party VOIP Fax SW vendor that really details VOIP and FAX traffic on new converged networks:

I would take the timer off of the destination-pattern:
xxxT
and change it to the most SPECIFIC dial peer that you can use:
destination-pattern 4001
no digit-strip
try that....
Also, if you want to look at the Fax Detect TCL script config as an option, here is a link:
