On admin.webex.com i logged in as full admin, i want to configure my local gateway for PSTN calling, but i cant find location button under calling under services, does it require special license or i am missing something?

We have the same issue. I was advised that we have a " Cisco Spark" subscription versus the new "Cisco Calling" subscription. We are working with our vendor (Ingram Micro) to see how we can upgrade, if it is even possible without disrupting our current services.
