Permit to activate Voice Messenging manually whith a group search

We are asking for your help, because we are unable to set up a system on the city Media Library
It seems simple on paper.
As a reminder, we have 3 telephones on the media library.
Main Switchboard (8904)
Adult Switchboard (8905)
Youth Switchboard (8906)
The desired system is simple:
From an external call to the media library number
It should ring on Main Switchboard (8904)
After 5 rings if there is no answer, it switches to grouping (Adult Switchboard + Youth Switchboard)
That is very simple and it works.
Where it gets complicated is that the media library wants to be able to manually switch calls to voicemail whenever they want and for users to be able to leave a message (in the evening, during a meeting, etc.)
Initially, we simply had the external SDA carried by the Main Switchboard user (8904) and activate a call forwarding to the group in case of no answer.
By telling the agents from the Main Switchboard extension (8904) to dial *21 to activate the voicemail and #21 to deactivate the voicemail.
This works, problem, when a #21 it cancels all the forwarding!!
Not just the forwarding to the mevo, but also the forwarding to the group ... suddenly it no longer rings on the group.
Since then we have tried a bit of everything.
Carry the external SDA on a first group with Standard Principal (8904) as a member
This does not work, if we activate the 8904 messaging, it switches to the next group
Carry the external SDA on a queue with Standard Principal (8904) as a member
This does not work, if we activate the messaging on 8904, it switches to the next group
Can you help us?

You can call forward calls with a feature code in Webex Calling with *72 and *73; however this is only from an actual line. You can't forward from a device where the originating call is a hunt group as the hunt group controls the call, not the member of the group. A workaround is to have the number be a shared line on everyone's phone; instead of the hunt group, so that forwarding can be controlled.
