Hi,

what is the output of console? if console also not operable, best way to solve the issue if open TAC and get RMA.

Please rate this and mark as solution/answer, if this resolved your issue

Like @Kasun Bandara said - console output please?

If indeed the boot loader (ROMMON) is missing then you need to RMA.  The boot loader is not upgradeable.

If it's missing IOS then you simply need to follow the ROMMON recovery process as per the link @Sandeep Choudhary provided above.
