Aironet 1852i primed to wrong regulatory domain

I hope someone can tell me what I need to do to provision my 1852i.  My goal is to set this device up as the Primary AP on my network and my problem started when I couldn't access the Mobility express web console.  I tried resetting the access point, but that made the problem worse.  Now, when I complete the Cisco Wizard Configuration Tool using the CLI the Aironet reboots and the LED is flashing RED.  The documentation indicates that this means that the AP primed to wrong regulatory domain, but my model # is AIR-AP1852I-B-K9 and the country is set to "US". I don't know what to do because the Cisco AirProvision is not available on the iPhone App Store.

I read another post that mentioned the problem could be caused by an incorrect system time.  The system time on my Aironet IS NOT correct, but I could not find a way to set it manually.  The (Cisco Controller) config>time manual command only seems to enable you to set a date:

          (Cisco Controller) config>time manual ?
          <MM/DD/YY> MM/DD/YY - Date portion

I tried the instructions for Resetting or Unpriming the AP in the Cisco Aironet Universal AP Priming and Cisco AirProvision User Guide (2015), but the commands do not exist in privileged exec mode on the 1852i.

I executed this command to make sure that the access point type was set to Mobility Express:

AP0038.DF1A.39A0#ap-type mobility-express tftp
Image upgrade not needed, changing AP Type to Mobility Express

I thought about updating the IOS image, but in this state, I can't ping the device or connect to it via SSH.

Below is the output of the SHOW VERSION command and my entries to the Cisco Wizard Configuration Tool.  Attached are the startup logs (after reset and after the configuration wizard) and the outputs of various commands that I saw requested in other posts.

I checked your Post Wizard Startup Log. It has some errors which I've never seen, but they could be normal with your AP and software release.

If you can, please upgrade to 8.10.130.0 as it fixes other issues with various Android clients.

Sadly you stopped your logfile to early, with mobility express, first the "WLC" part boots (takes around 3 minutes after power on) and then (if DHCP server is correctly working) boots up the AP, which takes another ~5 minutes. That part seems to be missing in the logfile. But maybe the 1852 is much quicker at booting as my 2802, in that case both parts might have started successfully.

You supply it with PoE+? It should also work with PoE, but with reduced performance.

Do you not see your configured SSID after the initial setup? It should appear around 3-7 minutes after powering on the AP (with working DHCP server, this is very important).

For mobility express, there should be no other controller on the network that the ap might be able to join. Also for mobility express and ewc, which is newer, the ap must be connected to the network in order to obtain dhcp. The master ap is assigned a static IP address from the wizard, but the ap itself gets an up address from dhcp. That is how the ap joins the master. So the master in short will have two IP address.

Well you completing the initial basic configuration. What does the console output look like after it reboots when the startup wizard is completed.

Hi Scott, thanks for your help.  Below is the only console output after I login.  I attached the output when I enter the command show logging - is there another command that I should execute?

Welcome to the Cisco Mobility Express command line interface.
Only commands which are listed in the command reference guide for this release are supported.

Please use command: config snmp community create <name>

Please use command: config snmp v3user create <username

Well the output from when the ap is powered on is what is needed. Additionally, this is your only ap on the network?

The 1852i is going to replace a 3702i that is live on the network. Do I need to turn it off before connecting the 1852i to the network?

Hi Scott, I connected the AP to a separate switch & DHCP server and the web console is working.  Thanks

Hi patoberli, thanks for your help.  It does not look like the AP is booting up.  I can't see the SSID that I configured and I get the following error when I try to use any command that requires the AP name:

I'll try to upgrade to 8.10.130.0 as soon as I figure out how to connect to the Aironet by SSH. It looks like the interface has an IP address, but I can't ping it and nothing I've tried is working.
