I have few APs joined the C9800 WLC. The WLC is running on firmware version 17.9.3.
Regulatory domain is set as MX for Mexico.
But the operational status does not come up.

Have you set the Country code under AP join profile to match MX?
A country can be assigned to a -ROW AP when you set a country code in the AP join profile. By default it is possible that your default AP join profiles has no country code set and therefore any new -ROW domain AP has no country code assigned and operate in compatibility mode. The country code checkbox in the AP join profile (Configuration > Tags & Profiles > AP join) lists all countries and therefore you can potentially configure a country code that is not enabled globally on the WLC (In the Configure > Wireless > Access points page and then the country subpage). In that case, the AP ignores the country code configuration in the AP join profile.

Cisco Catalyst 9136I require Cisco IOS XE Software Release 17.7.1 or later.
As per Cisco TAC recommended code versions, 17.9.3 is the next stable release candidate.

Use "show wireless country channels
" to check the supported channels for your country.
Also refer to the config guide for each release - eg 17.12.1:

You'll see Mexico is not in that list yet.

My AP Join profile was already set, but the problem persists.

I currently have version 17.9.3 and the radio is still down.
but in the Detailed Channels and Maximum Power Settings for Cisco Catalyst 9136I Access Points, Release 17.9.2 file it mentions this
