hello 

I am facing an issue with 1815 AP cant join the controller 

AP primary and boot image 17.10.0.181 (before updated to ewc image)

backup image 8.10.181.0 

I do convert from ewc to capwap and try to join the controller but its not join 

also i tried to convert from capwap to mobility express also its not convert 

what can i do to make join with the controller 

controller running with mobilty express image 8.5.140.0

That is not the full log from power-on but we we can see from that, repeatedly, is: OOBImageDnld: OOBImageDownloadTimer expired for image download
So your ME WLC TFTP config is incorrect or you don't have a TFTP server set up for the AP to download the image from.
I cannot imagine why you would install a 17.10 image on an AP which you're trying to connect to a ME WLC running 8.5.140.0!  The AP must always run the same code version as the WLC. So the AP needs to run 15.3(3)JF9 as per https://www.cisco.com/c/en/us/td/docs/wireless/compatibility/matrix/compatibility-matrix.html#ctr-ap_support
If you want it to run ME same as current WLC then https://software.cisco.com/download/home/286306794/type/286289839/release/8.5.140.0 if you just want it to be a CAPWAP AP then https://software.cisco.com/download/home/286306794/type/286288051/release/15.3.3-JF9

- What is the exact model of the AP?

it was running with mobility express 8.10.181.0  then I upgrade to ewc 7.10.0.181 after that I do convert from ewc to capwap

What model of AP is the ME WLC?

AIR-AP1815I-I-K9C  8.5.140.0 

Post the full console log from the 1815 AP from power-on - attach here as a .txt file

in the console log shows 

capwap dtls setup

capwap discovery 

capwap failed to join controller cisco

- Impossible, 1815 series cannot run EWC IOS-XE software.

That "information" is absolutely useless - without seeing the logs it's impossible to offer any more advice other than what I already advised about upgrading to a recommended release of ME to eliminate known/fixed bugs.

That is not the full log from power-on but we we can see from that, repeatedly, is: OOBImageDnld: OOBImageDownloadTimer expired for image download
So your ME WLC TFTP config is incorrect or you don't have a TFTP server set up for the AP to download the image from.
I cannot imagine why you would install a 17.10 image on an AP which you're trying to connect to a ME WLC running 8.5.140.0!  The AP must always run the same code version as the WLC. So the AP needs to run 15.3(3)JF9 as per https://www.cisco.com/c/en/us/td/docs/wireless/compatibility/matrix/compatibility-matrix.html#ctr-ap_support
If you want it to run ME same as current WLC then https://software.cisco.com/download/home/286306794/type/286289839/release/8.5.140.0 if you just want it to be a CAPWAP AP then https://software.cisco.com/download/home/286306794/type/286288051/release/15.3.3-JF9
