Cisco AP 1832I not upgrading to ME

I have an Access Point AIR-AP1832I-E-K9

I'm trying to do the upgrade to ME but when I start the process:

ap-type mobility-express tftp://XXX.XXX.XXX.X/AIR-AP1830-K9-8-5-151-0.tar
Starting the ME image download...
It may take a few minutes to finish download.
If it is longer, please abort command, check network connection and try again
##########[*08/07/2018 12:35:16.7298] ################################## 100.0%


The download starts at a 100% and while it's upgrading or whatever it's sending Discovery requests out as well. Sometime during the upgrading process it says MWAR failed 35 times rebooting AP

 


- tftp-server flash:AIR-AP1830-K9-8-5-151-0.tar and both tftp flash:AIR-AP1830-K9-8-5-151-0.tar are both present in the router, I don't know if they are the same thing or not?
- Firewall should allow the tftp server to work
- DHCP server should also be working as it's giving the ips to the AP and my laptop
- After starting the command it takes about an hour for it to complete
- AP reboots after a while presumably when it's done with the process. After that I check using "show ver" and see nothing has changed? (connected to my ISR1100 with PoE)

Anyone know what the problem might be?
