Hello,
I installed WLC 9800 and APS 9115, I used central switching and I use 2 SSID in separate VLAN. I measure speed test with my phone i got speed around 90Mbps upload and download too. I expect more because i have bigger upload/download from my ISP. i dont know how WLC choose this speed and how it change.
Does anybody have same experiance and please help me?

what is the full model of the AP - what code running, is the client connected to 5GH ?
where are you downloading from its all depends on Internet best effort
check below thread some help :

Hello,
Thank you very much for your help. I have only 5Ghz SSID, and now speed is around 200/365 Mbps. I expect more. I would like to know where controller choose speed and how to get more speed, linke between AP and swtich is 2.5G. Do u have any idea?

The controller does not "choose" the speed. The link speed is negotiated between device and AP and depends on a whole range of conditions starting with the RF configuration of the AP and WLAN and affected by noise/interference, distance from AP, channel width etc
Refer to https://mcsindex.com/ for the theoretical maximum data rate according to configured and negotiated connection.
Remember those are the absolute best case raw data rate - in reality you will very rarely see IP throughput higher than about 70% of the data rate.
Also if you want to test the wireless you should test with iperf to a local LAN connected server to eliminate other possible factors affecting the throughput. That server also needs to be 2.5G connected obviously. Once you have established that then you can compare to internet performance (which can be affected by a whole lot of other things) and then optimise all the things within your control.
Also make sure you are using the latest TAC recommended software version as per the link below.
