 - Take your controller model and look at : https://www.cisco.com/c/en/us/support/docs/wireless/wireless-lan-controller-software/200046-tac-recommended-aireos.html

Also, make sure you don't loose AP support when you upgrade to 8.10.190.0

Verify AP support by AirOS release from Table. 6 in the link below

https://www.cisco.com/c/en/us/td/docs/wireless/compatibility/matrix/compatibility-matrix.html#aireos-ctr_ap_support

I don't believe any APs were removed between 8.8.130.0 and 8.10.190.0 so should be fine (just a few new ones were added).

My APs version is AIR-AP1852I-E-K9.

AP Primary Image8.8.130.0
AP Backup Image8.5.140.0

Is it okay?

Backup image is irrelevant - that's the previous version of software.

8.8 is end of life (4 years ago):
https://www.cisco.com/c/en/us/products/collateral/wireless/8500-series-wireless-controllers/bulletin-c25-743863.html

Is it okay?
Well you've been using it so it must be "ok". But it is EOL and there have been 1000's of bugs fixed since then (including a number of security vulnerabilities).
https://www.cisco.com/c/en/us/support/wireless/aironet-1850-series-access-points/products-security-advisories-list.html
https://www.cisco.com/c/en/us/support/wireless/3504-wireless-controller/model.html
So you decide for yourself.  Keep running the ok 8.8.130.0 or update to the latest recommended release.  AireOS itself is going end of life so it's recommended to at least update to 8.10.190.0.

So I can upgrade WLC? It'll be ok with it and ap's?

Thank you!

I tried to download software for upgrade,  but this message appears. Is it mean that I should pay for upgrade?

In order to download software you need a support contract which provides software upgrades support and the type of hardware which you are downloading for needs to be linked to that contract.  In other words your AIR-CT3504-K9 needs to be on the support contract in order to download that software.  That would typically be something like Smartnet Total Care.  Best to discuss with your Cisco account manager or reseller.

But if you don't already have support on that 3504 you might have difficulty adding it now because it has already passed the End of New Service Attachment Date. (January 31, 2023)
https://www.cisco.com/c/en/us/products/collateral/wireless/3504-wireless-controller/eos-eol-notice-c51-744737.html

In that case you could find a recent security advisory and find the section which says "Customers without Contracts" then email TAC (don't phone) quoting the URL of the advisory, the paragraph just mentioned and the version and URL for the software you want to download and serial number of your WLC.  Then TAC should publish it to you directly. This one should be suitable: Cisco Wireless LAN Controller AireOS Software FIPS Mode Denial of Service Vulnerability

"Customers Without Service Contracts

Customers who purchase directly from Cisco but do not hold a Cisco service contract and customers who make purchases through third-party vendors but are unsuccessful in obtaining fixed software through their point of sale should obtain upgrades by contacting the Cisco TAC: https://www.cisco.com/c/en/us/support/web/tsd-cisco-worldwide-contacts.html

Customers should have the product serial number available and be prepared to provide the URL of this advisory as evidence of entitlement to a free upgrade."
