you are right, copy run start is not there in 3802 APs running in capwap mode. If you want to manage the AP locally you need to install or convert it to Mobility express. (mini-WLC on the AP itself) Links are as below;

I think @Arshad Safrulla has probably answered your question for you but to elaborate a bit more:
copy run start is a Cisco IOS command.  The last APs to run Cisco IOS were the Wave 1 AC models 1700/2700/3700 etc.
From the Wave 2 AC (1800/2800/3800) models all Cisco AP run a new operating system called Cisco AP-COS also referred to as simply COS or ClickOS.  So this is not IOS anymore.  There are a few CAPWAP commands which have been kept the same but the rest are gone or changed.
copy run start would only make sense on an IOS AP running autonomous (k9w7) IOS.  In the Wave 2 APs autonomous AP does not exist anymore.  Mobility Express (as described by Arshad above) is the replacement for that.  The AP runs a virtual WLC on itself and the AP joins its own virtual WLC to run standalone, similar to autonomous (requires 1 IP address for the AP and 1 IP address for the WLC).  All configuration for the AP is done on the WLC not the AP itself.  The WLC runs AireOS (cut-down version) the same as the older WLCs (2500/5500/8500).
In the WiFi 6 Catalyst 9100 series (AX) APs Mobility Express was replaced by Cisco Embedded Wireless Controller (EWC) for AP which is based on the 9800 series IOS-XE WLCs.  Again it runs on the AP in the same way as ME and all config for the AP is done on the WLC.  EWC is more full-featured than ME but still has limitations due to running on AP hardware.
