My 1310 bridge with code 12.4(10b)JDA2 shows this warning even when the temperature is -12C. I know that 1310 works between -30C to 55C.Anyone has a clue.

Cisco bug CSCsh40248 superceded with CSCsg56375 appears to be your problem.
However, I'd think your version of 12.4 would be fixed. This is what Cisco says:
1st Found-In
12.3(8)JA2
12.3(8)JEA
12.3(11)JA
Fixed-In
12.3(8)JEA1
12.3(8)JEB
12.3(11)JA1
12.4(3g)JA
I suggest opening a TAC case, or specifically putting one of the "fixed" versions on the 1310. In the TAC case, be sure to note your problem is similar to this bug...
Now of course I just read it says you're with Cisco TAC. So, if this isn't a TAC problem, then no clue what to tell you.
Furthermore, is this actually shutting down the radio, or is this just a cosmetic error?
