Hello,
We have 2 WLC 5520 in HA pair, SSO, today the primary had a failure, and the HA was broken, the APs correctly migrated to the secondary controller, but some APs that were rebooted were not able to join back.
The problem was there was no license for APs, I tried to add some but faced this message :
The feature is enabled :
After rebooting the primary WLC the HA pair came alive back, and the licenses were successfully inherited.
But my problem is, if we have again this issue, how can we have the 1500 licenses existing on the secondary controller, because otherwise that means for the APs to be able to join after a reboot, the primary controller must be up, so not a full redundancy there.
Please let me know your thoughts.

+ As far as I understand the 5520 uses honored based licensing , you may just want to configure licenses as needed
on the standby
+ Send a mail to license@cisco.com with your question (include the serial numbers of both controllers) and ask for
an explanation ,

We've had many failovers on 8540 (and done forced failovers when needed) and the licenses have always been fine so you must have hit some sort of bug.
You've left out one key piece of information though - what version of software are you running?
If it's not 8.10.196.0 (as per TAC recommended link below) then upgrade to that to eliminate known bugs.
