Does it not support 1G SFP module?

The port says 10G.

I wonder if 1G SFP is not supported.

please refer the doc ,

there is a list of  SFP supported on the C9800-L-F-K9 Model. 

All the SFP in list is supported ,otherwise it is not supported .

Take a look at the guide:
2x 10G/Multigigabit copper (Figure 4) 2x 10G/Multigigabit fiber (Figure 5)

As you can see it is a 10G port. You need to just use 9-12 that support 1G.
