I founed this log in ASR-9912

This is not necessarily a bug, its indicating the clocking ASIC for features such as ptp, synce etc has an issue
it could be a hardware fault on this ASIC, you can check "show pfm location 0/7/cpu0" to see if the alarm clears
you can reload the card to see if it clears, but if it comes back i would open a TAC case to double check and possible replace it if required
