I was wondering if there was way to create a layer 3 interface with an IP inside a VPLS on an ASR. On an IOS platform, it would be like creating an SVI associated with the bridge domain. It looks like Pseudowire Headend is close to what I'm looking to do, but that seems only realted to a single PW, not a VPLS. I'd just like to have a layer 3 interface living inside the VPLS without having to have the traffic exit the ASR and come back in. Thanks for any help.

You can use a BVI for that. Functionally the same as an SVI.
Probably want a config example for that and I have that here for you: https://supportforums.cisco.com/document/59741/asr9000xr-flexible-vlan-matching-evc-vlan-tag-rewriting-irbbvi-and-defining-l2
