Hi,
I have upgraded the CMS 2.8 version to CMS 3.1 and I have successfully configured Callbridge, Webadmin and Webbridge3.
In the CMS 3.1 WebGUI received an error "This CMS is not licensed. CMM is now required for licensing. See deployment guides" and I tried to access the CMS Web app received the error 'System is currently unavailable
Please try again later"

Please help us to solve the issue

I would recommend you to open a SR with TAC for this.

have you looked at the CMS 3.1 Configuration document, I thnk that it explains everything, here is the link CMS 3.1 Doc - chapter: Task5:SelectingandSettingLicenseDetails

if you have valid SWSS, open licensing SR for CMS3 license.
From CMS version 3.0 the CMM version 3.0 is a mandatory requirement. Otherwise the licensing warning remains and call bridge service cannot be activate.
The below document explain how install license for CMS 3 using CMM.

For CMS 3.1 - CMM is mandatory and i guess you have to use Smart licensing .
I would suggest read CMS 3.1 guide and raise case with TAC for further clarification .
