Do i need some license or be a cisco partner to get access/permission to connect and get 'All Event' from the CTI server ?

what is the purpose of all event client? To develop custom CTI client? Why don't use Finesse APIs?

Get waiting calls in queue and all calls events in my backend service.

1) Get on real time calls (in details and count ) waiting in queues.
2) Get on real time all calls event.

you should be DevNet member to develop all event client. No additional license is required.
