I have some questions about this configuration.
-Is the Agent State Trace report a historical report or a real-time report?
-If I activate this configuration to 15 agents, how much do the database resources increase?

It is historical and not the real-time. you can find the table in HDS.

More than likely 15 agents is not an issue, but remember that this is not really supported long term, however I've seen customer have this on all their agents because they require more granular reporting and don't want to have to customize anything. Ultimately, baseline your environment (CPU, Memory, etc), then turn on the trace and see how it responds.

Here's the official guidance from Cisco if it helps, but as Shalid and David noted, you should be OK but monitor.
"When you enable Agent State Trace the system tracks every state change for each agent you select. This puts an added load on system software resources, such as network bandwidth and database space, and can impact system performance. You may only track up to 100 agents with Agent State Trace at any one time. You should also take the added load into account when planning your system capacity."
