We have just reached 400 agents on our uccx system, only 130-40 are ever logged in at one time. At 401 the system goes into partial service. Any way around this?

Delete not used users or switch to a different product.
It's mentioned in the documentation, that UCCX supports max. 400 users, so this shouldn't be a surprise.

400 concurrent users though AFAIK. Which subsystem goes out of service at the 401st user?

I am now; I just found supporting documentation. The Sizing Operating Conditions chapter of the Design Guide shows on Table 5 that the Maximum Number of Configured Agents is 2000. Nearly everything on CCX sizing is based on real-time load, not what’s in the database.

In the sizing guide it shows that it 2000 max configured agents limit.
But If you run the "utils uccx healthcheck all" from CLI and have more that 1200 agents configured, then the healthcheck will mark this as not supported. Cisco TAC will also lean up against 1200 as being the limit.
But yes, 400 is way below the limit.
