If an agent fails to log out or go not ready during normal business hours and no other agents are logged in, will the phone ring 4 times and log out? What happens to the call?

Unless agent is in READY state no ICD call will be presented to him.

Depends on your Ring No Answer settings.
The phone shoudl ring and put the aent in not ready state and put the call back in queue, if no other agent is available.
