Buttons "Dial" and "New Call" are not working on phone 7906. When I press these buttons nothing happens. But it is working properly on phone 7941 and CIPC.
But I have second CCME 7.1:

And the buttons are working fine on this CCME.
Can somebody help me with this problem?

Hi Tony,
The two things I would start with here would be;
1. Check the Softkey template from a working/non-working 7906
SCCP: Modifying Soft-Key Display
2. The Phone firmware for the 7906 is different on these two CME's so there may be a bug
on the non-working version load 7906 SCCP11.8-4-2S

But it did not help. I did the following:

fxo hook-flash
reset all
and I change the phone firmware to SCCP11.8-3-3S.
Do you have any other ideas?

All IP Phones 7906 models. But with model 7941 everything is ok.

This may be a longshot, but if the speakerphone is disabled and you are doing this from the keypad without the handset off-hook, the New Call and Dial softkeys will be disabled. Same thing with the CallBack feature.
Just a thought.

7906s are monitor-only speakers. You don't get a
true 2-way speakerphone until 794x and above, or 7931.

But there is still a setting for disabling the speakerphone (regardless of monitor or two-way) for the 7906. If it is disabled the keys will not work without lifing the handset.

You are correct. I just wanted to clarify that 7906s do not have a microphone
in the phone base, so they are not capable of making speakerphone calls. The
speakers support a form of "listen only" mode.
So if you try onhook dialing (without taking the handset offhook) the caller
will be able to hear far end, but can not heard by the far-end called party.
I am thinking in the absence of a true speakerphone perhaps Dial and New Call
SKs does not apply as they do for other high-end 79xx phones ?

They do apply and you can use them if the speakerphone monitor is active. (At least it says so in the User Guide you posted the link to earlier.)
I'm guessing here, but I think the programmers were trying to prevent the initiation of a call when there is no ability to monitor the call. (For instance, if you can't hear call progress tones how would you know if the other party picked up so you could pick up the handset on your end? Or that it was busy?)
