Does the Cisco 2811 support two VIC2-4FXO card?

Yes. Remember that you need DSP (PVDM2).

A PVDM2-32 will support 32 G711 streams so that would be more than enough for your 4FXO card.  A cheaper solution might be a PVDM2-8.
