You can get the ISO from this link: http://software.cisco.com/download/release.html?mdfid=283783676&flowid=26062&softwareid=282074295&release=8.6(2a)SU2&relind=AVAILABLE&rellifecycle=&reltype=latest
You'll need a CCO account to be able to download the ISO File.

In that case when you purchase CUCM or an upgrade you should get the media phyically, or via eDelivery.

We purchased directly from Cisco but there was no dvd for the callmanager

You can convert the ISO to a bootable CD but is not suported by CISCO and it's not recomended for a production enviorment.
Like Aaron said, the recomended way is to buy the licence.

Can you explain me how to do this ?
We have the PAK license, our problem is that there is no physical dvd in the box.

I recomended you contact a Cisco representative for your country. They will help you to get a DVD for Call Manager.

If you ordered eFulfillment SKUs (they begin with L-) then you will be given the option to download a bootable ISO when you activate the PAK code for a license. If you ordered physical media then Cisco will be shipping your DVDs in white 8.5x11 enevelopes. These will also include the paper PAKs to obtain the license file. Always maintain your PAK codes in a safe place after installation; they act as your serial numbers.
Ordering direct from Cisco is rather unlikely unless you are channel partner with DVAR status. Whomever processed your order can assist further if you have not obtained your physical or electronic PAKs.
