If your question is how can i register a 8851 phone with CNE then you can refer to the document below:

The document is for 9951/71 but the steps are exactly the same and only difference is the ephone type.

Please note 8851 is not supported natively till CME 11.x hence you will require to register it in Fast Track mode in case you are running a CME version less than 11.x there. Check below Compatibility Matrix for your version:
