Hello
I have a router isr 4300 image isr4300-universalk9.16.06.05.SPA.bin and rommon isr4200_4300_rommon_169_1r_SPA.pkg. I have transfer the CME ver 12
CME-COMPLETE-FILESET-12.0.tar
cme-full-locale-12.0.tar
CME-GUI-12.0.tar
I used the command
Archive tar /xtract ftp://192.168.1.30/CME-COMPLETE-FILESET-12.0.tar flash:
I am following same procedure for each .tar
The file has been extracted and it created the folder for each one. I reloaded however, when I go to config terminal, the command telephony-service is missing. What do I missing here?

You do not have a UC license to use CME
CME is already embedded in the IOS, you do not need to "install" CME.

For Smart Licensing refer below
On the Unified CME router, you need to ensure that the call home feature is not disabled. Also, Smart Licensing feature should be enabled at the router using the CLI command license smart enable . Use the no form of the command to disable smart licensing. For more information on configuring Smart Licensing in your router, see Software Activation Configuration Guide, Cisco IOS Release 15M&T. Once the smart license is enabled and the router is not yet registered with CSSM, the device enters an evaluation period of 90 days.
You can register the router to CSSM with the token ID. To register the device (Unified CME router) with CSSM, use the CLI commandlicense smart register idtoken . For information on registering the device with CSSM, see Software Activation Configuration Guide.

No `tis not. "Not In Use" because "EULA not accepted". So this means the License isn't activated and cannot be used (until EULA is accepted).

It will automatically transition to right to use.
