Is there a way to configure a specific user that makes outbound long distance calls from a specific telephone to have to dial a PIN code in order for the call to go thru?

Assuming you use EM to distinguish users, you can use FAC/CMC for this, if you only want it for one device, you'd need to create a unique RP for that device and use CSS/partitions for that.

You can create multiple FACs and let each user know “their” code to use for various calls.

Yes that’s possible. Look into using FAC. It is well described in documentation.

We use Long Distance codes but ended up having the carrier manage them for us.  When the system was installed there were issues with managing them in the Cisco systems.  Don't remember the issues but they are working seamlessly with our provider, Lumen.
