Meet me conf bridge giving fast busy

hi

i have created a meet me bridge as shown below. i have assigned non partition to it.

the ip voice med streaming service is active and running and the cfb of cucm is registered to cucm and its assigned to resource gorup and then mrg list. which is asigned to the user . that user also has softkey template that has meet me option. when they press the meet me buton and denter say 7003 the soft gives busy tone and the display says "To Conference"

the numbers range is not assigned to any dn. its free. and i want this to be used  internally and its outside of our DID range.

any idea what is wrong here ?

Does an ad-how conference work with that same media resource?
Assuming the cluster is healthy (eg SDL link in service amongst all nodes), is the Region matrix allowing 64kbps between phone and CFB? IPVMSA only supports G.711.
