Hi
I'm intending to install new CUCM and UCCX sub and add it to cluster. (moving to new data center)
is it require any restart of the publishers? or just removing old sub, add the new and wait for replication?
- CUCM cluster i have one publisher and 4 Sub running version 9.1.2.14900-14.
- UCCX is cluster is running 10.0.1.11001-37.

Adding a node is not a crucial Activity, and it does not require publisher/cluster reboot but once you add new node then all endpoint/phones will restart.
Remove a subscriber...
Before you delete a server, consider the following information:

Adding to what Suresh said, simply delete the existing subscriber by going to UCCX >> System >> Server. Add the new UCCX hostname/IP address information in the System >> Server. Proceed with building the new UCCX server and then perform Add to Cluster operation
In an ideal situation, you should restart the primary UCCX server after deleting the entry of existing subscriber/secondary server just to ensure all the entries had been removed properly from the DB.

Regarding the CUCM cluster, need to restart only the publisher after changing ip address of the subscriber or all servers on cluster?
