So if I understand you correctly, transfer and conference calls works fine when you create a SIP Trunk between both the CM clusters. However, if there is an ICT then normal calls work fine but as soon as you try to do a transfer or conference it fails. Couple of questions I have:
1) Do the transfer/conference calls fail when it originates from a particular CM cluster or does it not matter and fails from both the clusters no matter which originated the call
2) You are trying to do the conference/transfer within the same cluster where the call actually originated or across the other cluster. In case, you are trying to do it in the other cluster what happen if you do it in the same cluster
3) Do you have MTP option checked on the ICT or not. If yes, then try unchecking it followed by a reset of the ICT and then try or vice versa

thanks, As Deepak advised , I put to unchecked in the Media termination point (mtp) and was succesful. in addition, between the clusters, had an firewall, and is possible that was affecting this service. now is possible to transfers and conference between the clusters.

Call Flow:
Phone A -- Cluster A -- ICT -- Cluster B -- Phone B
1) Does the call gets disconnected as soon as Phone A/B presses conf/transfer?
2) Which way does the transfer/conference not work?
As Deepak advised, reset the trunk after checking/unchecking MTP.
