We are having issues transferring calls to internal numbers that have their phones forwarded to a cellphone. Is this a common issue? If so, is there a workaround? Thank you.

What is the issue you're having?
If the phone is forwarding, the call should follow, assuming the forward is set to a valid destination.
The way that call will be treated once it leaves the system depends on a number of things.

on the forwarded phone, try calling to cellphone directly first to ensure that the phone is working properly.
on the Call forward section in CUCM, don't forget to input the exact same Destination and CSS as you use to dial out to cellphone.

if a person forwarded his DN to a number, every calls come to it, will be forwarded to that number..
i suggest to set a second DN on that phone, and transfer calls to that second DN .. (or add that second DN as BLF-SD on other users phone to be easier to transfer..)
