When upgrading from 7.1.3 to 8.6.2 from an FTP server, the upgradre will appear in the list as an available option on the publisher, but not on the subscriber.
Tac doesn't seem to have a clue, has anyone seen this before?

I have seen this before, try using sftp and use CLI rather than OS GUI.

Tried this, same result. Tried CLI FTp and SFTP, and GUI SFTP and FTP... It's not an available upgrade.

I'm sure you've gone over this with TAC, but just in case....
Was the Refresh.cop installed on the Sub? Have you tried burning
the .iso as a DVD and installing via that method?

Cop file is installed.
The agency I work for won't let you burn DVD's as a security measure so it's not an option for me.
One of those links suggested that it might be a situation of the upgrade not seeing the version installed on the pub so it's rejecting it. That is definatly not how it works in call manager, and both run on the same OS. But I can hope....
