I was reading the Release notes form CUCM 7.1(5) and saw that:
"
Before you upgrade from Cisco Unified Communications Manager 6.x or 7.x to unrestricted Cisco Unified Communications Manager 7.1(5), install the unrestricted COP file that you can find here (copy and paste):"
I would like to know what the Unrestricted stands for?

Yes, however, I'm not sure if they will publish both on CCO or what they plan to do about distribution. But they definitely are going to release both versions. The RNs explain this as well
Unrestricted Export Support
The restricted US export classification on Cisco Unified CM meant that governmental and military
customers in many countries could not employ Unified CM in their networks.
In addition to the delay inherent in obtaining export licenses, products classified as restricted by the
Department of Commerce (DoC) carry a requirement to allow US government representatives to demand
on-site inspections at any time to confirm that the product is being used in accordance with its licensed
purpose. This post-shipment verification (PSV) is unacceptable to many customers.
Additionally, some foreign countries maintain import restrictions which prohibited Unified CM from
being available to customers in those countries. Both US export and foreign import issues stem from
Unified CM support for strong encryption of signaling and media.
Unrestricted Classification
Because Cisco has obtained an unrestricted classification from the DoC for a version of Unified CM,
beginning with Unified CM 7.1(5), both restricted and unrestricted versions of Unified CM will be
released in parallel.
Limitations
Signaling and media encryption is permanently disabled in the unrestricted version, but remains
unchanged in the restricted version.
Migration from the unrestricted version to the restricted version is not supported.
The actual filename will also show this, can't remember exactly which one will change, but you'll see RESTRICTED or UNRESTRICTED in the actual filenames for the upgrades.
EDIT: one more thing, if you're planning to go to 8.0 there is no upgrade path from 7.1(5). You'll need to wait until the next 8.x release.

Starting with 7.1(5) and the next 8.5 release you get two flavors (and future releases on those trains):
restricted and unrestricted

But when I access the Cisco Download web page I just have one type of 7.1(5) to download just the unrestricted.
They will launch a version of 7.1(5) for the restricted version?

I need to confirm one thing
I see a note for both restricted and unrestricted for the encryption issue
and you can't get back to the restricted if you are in unrestricted version
But another note is shown for both restricted and unrestricted as:

and for the unrestricted:

so please advise for the underlining words
is this mean unrestricted version is the only way to upgrade my 7.1.2 to 7.1.5
So how can i go with a restricted version to upgrade my 7.1.2 to 7.1.5 ??

we have a CUCM v10 unrestricted installed.
is it compatible with Expressway Edge and Expressway control servers ?
or should we install the restricted version of CUCM ?

Hi Rob,
Thanks for your reply. When i upgraded my CUCM from version 7.1.3 to 7.1.5, i installed the file :
ciscocm.allow_upgrades_to_unrestricted.cop.sgn first. It is supposed to upgrade my CUCM to version 7.1.5 unrestricted, right? But when i checked from OS Administration, it is not written as unrestricted. Please see the attachment.

Hi Brian,
That file only allows the upgrade to unrestricted, you would have had to use
an .iso that looked like this;
