Network Access Control

How can I log into the ACS v 2.6 on WinNT 4.0 from a remote computer to create, change, or delete authorized users? Is this possible or do I requireadditional software?

Using an AS5300 with built in User lists on router, ( to difficult to transfer authentications to radius as of now) To a Win 2000 Radius server. Is it possible to allow accounting only ,, and if so how to set it up.
