does establishing a ipsec tunnel b/w two end points mean a vpn tunnel is established or is it that a vpntunnel protocol like l2tp,pptp,l2f must be run to tell that vpn tunnel is established.

are any of the vpn tunnel protocols like l2tp,pptp,l2f is used with vpn client 1.1 to assign a home network address i.e from rfc 1918 when a connection is initiated to the home gateway from the vpn client 1.1.
