Can internet speed be controlled by cisco layer 2 switch or layer 3 switch or router

Hi everyone i am a student i have cisco layer 3 switch 3560 and layer 2 switch 2960 i wanted to know if i can control my internet speed by any of this devices.

For e.g i have 15 mbps internet speed and i want to divide this internet speed into 3 departments or houses how would this happen i have tried rate limit on vlan but it does not work.

Any one who can help me on this i will be really thankfull.

You need the support of QoS for this, User end Layer 2, Internet Edge should be Layer 3, depends on the requirement you cna use Layer 3 switch or Router ( i prefer router since you required NAT here ).  -

How is you exiting network, what you have ?

Hello,

I think you will have to set L3 sub interfaces where you will apply the rate limit.

Or you can try to set class-map which match your 3 vlans then a policy map where you set up a shaper and apply this service-policy into the interface connected to your ISP.
