You can rebuild the publisher but without DRS backup it would be of no use. There is a way to restore Publisher CM using subscriber DB but that is only possible starting version 8.x and not before that unfortunately.

Hi,
If the MAC address is being changed for MCS or 3rd party server then, u need to share MAC with licensing@cisco.com to get the new lic file.
In case of any HDD failure, u can share the same old MAC address of server to licensing@cisco.com to get old lic files.
if you can have any old backup, you can get the lic files.
