When attempting to run a manual backup I receive the following error:
Failed to initiate backup. Server [CUCMBE], component [CLM] requires component [PLATFORM] to be registered.
Just prior to that, I ran the following two commands through SSH connection to CUCMBE:
utils service restart Cisco DRF Local
utils service restart Cisco DRF Master
Anybody know what I should do to restore the ability to run backups?

Please specify the exact CUCMBE version.
The first thing that you should do if you haven't done before is to restart the DRF master and DRF local services, if not done so already. This is known to have fixed a couple of similar issues.
The error clearly indicates issues with components registration. You can check it through the following way:
1. From the CLI of CUCMBE, type the following command:
show myself
2. Obtain the exact Machine Name from the output of the above command.
3.Type the following command to check the component registration:
utils disaster_recovery show_registration
This should give you output similar to this:

CCM PLATFORM
CCM CLM
CCM SYSLOGAGT
CCM REPORTER
CCM BAT
CCM CEF
CCM ANN
CCM MOH
CCM TFTP

Yes I restarted Cisco DRF Master and DRF Local just prior to getting the message about unregistered components.
I was able to display the registration list.
Here's what I get. CLM and PLATFORM both appear in the list of registered components.

Have you tried to restart the DRF services after you got this message?
Can you please specify the CUCMBE version? It can be a bug as well.

Did the following troubleshoot as shown below
utils service restart Cisco DRF Local
utils service restart Cisco DRF Master
Post which ran the below command as per your suggestion ,but unable to find the platform component .
admin:utils dis
admin:utils disaster_recovery show_regis
admin:utils disaster_recovery show_registration CUCM-PUB

I was able to fix this by restarting Cisco DRF Master and Cisco DRF Local a couple times each.
Maybe one should be restarted before the other?
