I would start by connecting to it via server console to see what the error is or where it is getting stuck. Can you ssh or telnet to it? Is the CPI pingable?

The smartnet covers the WLC so if you have one that supports up to 100 APs, you get the smartnet for 100 APs even if you are using eg. 5 APs. With that in mind, you will need to go for the 50 one. Refer to table 3http://www.cisco.com/c/en/us/products...
