I'm migrating 1562I access points in LOCAL mode from a 8540 controller where they were operating fine, to a 9800 controller running 17.9.5. The AP joins the controller however the radios remain down. I have 4 other 9120 access points joined to the controller and are operating as expected. 2.4 and 5GHz networks are up, the AP has the same RF Profile assigned as it did on the 8540. If I SSH to the AP, the radios show UP/UP.

- Besides the other working ; I would still start with a checkup of the 9800 controller's configuration with the CLI command
show tech wireless and feed the output from that into Wireless Config Analyzer
(do not use a simple 'show tech' for this)
+ Make sure that the regulatory domain of the AP is supported on the controller
+ Check if the AP gets enough power
+ Boot the AP and examine the full boot process ; or else when it is remote ; reboot it , afterwards connect to it with
SSH and issue the command 'show logging' ; when this is done just after reboot of the AP most of the boot up
information will still be available (so watch for errors , if any)

can you post complete boot of the AP to look what is wrong ?
You mentioned you verifiled all RF TAG and Profile, do not mix Cat 9K profile with 15XX AP. (may be 9K AP support try disabling AX feature for old AP)

We have few 1562I/Es running on 9800-L with 17.9.3 version and as per Release notes for 17.9.x, 1560s are supported.
Sounding like Country Code issue like what mentioned above. May be AP Join Statistics view gives you some information or Monitor->Radio Statistics?

Agreed 1562 are supported fine on 9800 - we have no problem at all with them. The screenshot @Flavio Miranda shared shows it is supported from minimum version 16.10.1 and all subsequent 9800 releases. You can also see this from the specific release tables:
Like @lemuel_isaac I suspect it could be a country code issue.
Did you configure "country XX" in the ap profile?
And is the AP definitely configured with that profile?
show ap name <ap-name> tag detail and look for AP Profile
