Hi all,
I am from india.I am facing issue in AP 9166I-ROW-6E model ap not joining to C9800 WLC (Country Code - IN)
I want to know that is this AP supported in India ?
If not should i change the WLC country code to US. it is fine with Cisco regulatory ?

If we check at https://www.wi-fi.org/countries-enabling-wi-fi-in-6-ghz-wi-fi-6e India is not a "Countries Enabling Wi-Fi in 6 GHz" yet.
If you enable Country Code on the WLC for another Country it must work but you be aware that this can cause you problem with local regulation in case you interfere with some proprietary system.

Console into the AP and reboot.
Post the entire boot-up process.

The place to check is https://www.cisco.com/c/dam/assets/prod/wireless/wireless-compliance-tool/index.html
The AP is supported in India - but that does not mean you will be able to use 6GHz though.
For that you need to check the config guide for the release you're using:

As you can see - India is not listed there (and isn't there in 17.11 or 17.12 either). So ...

YES, but no 6GHz radio allowed.

No that would be illegal and definitely not sanctioned by Cisco - in fact it would be unsupported.
You need to work out why it's not working and fix that. Like Leo already said:
Console into the AP and reboot.
Post the entire boot-up process.
Attach the output here as a text file.
